FRANKLIN REQUIRES PERMITS TO PROTEST
In a deeply disappointing decision Franklin just voted to require permits to protest. All protests in Franklin have been peaceful.
The resistance was bipartisan. Mayor Ken Moore broke the 4-4 tie.
